How it works
Participating agencies (NSF, NIH, DoD, NASA, DOE, and others) publish topics; startups submit proposals. Phase I proves feasibility (often six months to a year, modest award). Phase II scales R&D based on Phase I results (larger, multi-year). Some paths lead to Phase III commercialization via contracts, not new SBIR set-asides.
Awards are typically grants — non-dilutive. Recipients must meet size, ownership, and U.S. performance requirements. Reporting and compliance are material; IP terms vary by agency.
Founders pair SBIR with venture rounds: grants de-risk technical milestones while equity funds go-to-market. Investors may view SBIR as validation or worry about academic pace vs startup speed.
